Procedures and Criteria for Performance Review and Periodic Evaluation


A BASIC GUIDE TO THE FACULTY EVALUATION PROCESS

This guide briefly describes some of the basic elements of the evaluation process at California State University, San Bernardino. It is intended to highlight key aspects contained in the "Procedures and Criteria for Performance Review and Periodic Evaluation" and includes a step-by-step outline of the evaluation process and timetables.

TYPES OF EVALUATIONS:

  • Periodic Evaluation. An evaluation for first, third and fifth year probationary faculty not applying for early tenure or promotion and full-time lecturers. This type of evaluation is advisory in nature (a summary of how you are doing) and does not result in a decision to retain, promote or tenure.
  • Performance Review. Applicable to second, fourth and sixth year probationary faculty and to all faculty requesting promotion or tenure. This type of evaluation ends with a decision by the Vice President for Academic Affairs to retain, promote or tenure.

TIMETABLE:

  • 1st, 3rd and 5th year probationary faculty (March-April)
  • 2nd year probationary faculty (October-February)
  • 4th year probationary faculty (October-May)
  • Tenure year faculty (December-June)
  • Early tenure/promotion (November-June)
  • Full-time lecturers (April-May)

INSTRUMENTS OF EVALUATION:

  • Faculty Activities Reports - prepared and submitted by each faculty member in an approved format. It is divided into three sections: teaching, professional growth, and service.
  • Classroom Visitation Reports - prepared by senior peers who visit your classes periodically.
  • Student Evaluation of Teaching Effectiveness (SETE) - consists of a summary report and the completed forms filled out by students in your class.

PERIODIC EVALUATION SEQUENCE:

  1. The evaluation process begins when you receive notification from Academic Personnel that you are subject to periodic evaluation.
  2. On the indicated deadline date you should return an updated Faculty Activities Report with appropriate attachments to Academic Personnel.
  3. Academic Personnel prepares a Working Personnel Action File (WPAF) which consists of the following: a) Faculty Activities Report/Library Activities Report; b) Student Evaluation of Teaching Effectiveness (SETEs) (instructional faculty); d) Classroom Visitation Reports (instructional faculty)

    Department chairs and department evaluation committees review WPAFs and prepare joint summary reports.

    Copies of joint recommendations from department evaluation committees and department chairs are sent to you with notification that you may submit a response or rebuttal.

PERFORMANCE REVIEW SEQUENCE:

  1. The evaluation process begins when you receive notification from Academic Personnel that you are subject to performance review or eligible to apply for promotion.
  2. On the indicated deadline date you should return an updated Faculty Activities Report with appropriate attachments to Academic Personnel.
  3. Academic Personnel prepares a Working Personnel Action File (WPAF) which consists of the following: a) Faculty Activities Report (FAR); 2) Student Evaluation of TeachingEffectiveness (SETEs); 3) Classroom Visitation Reports (CVs)
  4. Department chairs and department evaluation committees review WPAFs and prepare separate recommendations.
  5. Copies of recommendations from department chairs and department evaluation committees are sent to you with notification that you may submit a response or rebuttal within seven days.
  6. School deans and school evaluation committees simultaneously review WPAFs and by the indicated deadline submit separate recommendations to Academic Personnel.
  7. Copies of recommendations from school deans and school evaluation committees are sent to you with notification that you may submit a response or rebuttal within seven days.
  8. If there are discrepancies in recommendations and/or denial of retention, tenure or promotion, the WPAF is submitted to the University Evaluation Committee for further review. Otherwise, the WPAF, including all recommendations, is submitted to the Vice President for Academic Affairs for review and decision regarding retention, promotion, and tenure.
